The Housing Health & Safety Rating System (HHSRS) is a Government published risk based evaluation tool. It is designed to assist housing associations and local authorities in identifying potential health and safety hazards from deficiencies in their residential properties, as well as offering protection against them.


All social landlords are expected to adhere to the HHSRS when carrying out inspections their housing stock. As such it is fundamentally important that their staff are familiar with the HHSRS and are up to date with their knowledge of it. 


The HHSRS qualification that Upkeep offer is accredited by ABBE (Award Body of the Built Environment). The course takes place over two days and at the end of it you will have a qualification that is recognised nationally. This confirms that you have demonstrated that you are competent in carrying out the assessment of housing stock using the HHSRS.

Part 1

  • Why properties fail the HHSRS

  • Inspecting properties using the HHSRS

  • Practical work – identifying deficiencies

  • Linking deficiencies to hazards

  • Assessing the likelihood of harm

  • Calculating the hazard score

  • Case studies and examples.


Between Part 1 and Part 2 of the course practical work - Identifying Deficiencies - is carried out by participants, demonstrating their understanding of Part 1’s programme. This is submitted for marking ahead of Part 2. We recommend that you allow one month in between attending Part 1 and Part 2.

  • Case studies and examples


Who should attend

Our course is for anyone who assesses properties using the HHSRS. It is ideal for housing officers or managers, estate managers, environmental health officers or private building managers. It is also for managers who need to supervise staff who are assessing properties.


2021 Dates:

The course is split into 4 online sessions, all must be attended to form the full course of 12hrs total which includes the exam:


HHSRS1 (part 1):

  • Session 1 - Weds 10 February, 10am-1pm
  • Session 2 - Fri 12 February, 10am-1pm

HHSRS2 (part 2):

  • Session 3 - Weds 17 March, 10am-1pm
  • Session 4 - Fri 19 March, 10am-1pm (exam)


HHSRS1 (part 1):

  • Session 1 - Tues 18 May, 10am-1pm
  • Session 2 - Thurs 20 May, 10am-1pm

HHSRS2 (part 2):

  • Session 3 - Weds 7 July, 10am-1pm
  • Session 4 -Fri 9 July, 10am-1pm (exam)


HHSRS1 (part 1):

  • Session 1 - Tues 14 Sept, 10am-1pm
  • Session 2 - Thurs 16 Sept, 10am-1pm

HHSRS2 (part 2):

  • Session 3 - Weds 20 Oct, 10am-1pm
  • Session 4 -Fri 22 Oct, 10am-1pm (exam)
