What is the HHSRS?
The Housing Health & Safety Ratings System (HHSRS) is a risk assessment tool that helps housing associations and local authorities both identify and protect against potential health & safety hazards in residential properties.
This helps housing associations and local authorities determine whether a hazard in a residential property is so great that it needs intervention.
The HHSRS was first introduced in 2004 and is evidence-based. The assessment criteria are based on national statistics on the impact of health hazards in the home.
A score of 1,000 or higher means that a local authority has a duty to deal with the hazard. This is known as a Category 1 Hazard.
If the score is 999 or under, the local authority may not have a duty to deal with the hazard, but they can still ask the property owner to tackle the problem.
All social landlords are expected to both understand and apply HHSRS during property inspections.
